DESCRIPTION

Mendocino-Lake Community College District is currently accepting applications for a full-time Supervisor of Safety and Security.

This is a full-time, 40-hour per week, 12 month per year Classified Administrator position.

Under the direction of the appropriate supervisor, plans, coordinates, communicates, supervises and otherwise implements the District's Campus Security and Safety, Injury Illness Prevention Program, Emergency Operations Plan, Workplace Violence Prevention Plan, Chemical Hygiene Plan, and Title IX response for employees and students in accordance with applicable public health guidelines and rules, the latest CalOSHA standards, and all other federal, state and local applicable rules and laws. Supports the student discipline process regarding safety concerns. Leads, supervises and trains Campus Security Department. Acts as the primary District point of contact and manager for local, state and federal emergencies and compliance requirements.

SALARY AND COMPENSATION AND BENEFITS

The starting salary range is $70,654 - $74,186 annually. There are six annual step movements; initial placement will be at step 1, unless approved by the Superintendent/President.

Benefits: With no monthly premium contribution from the employee, we offer a comprehensive benefits package that includes family medical, dental, vision, EAP benefits and employee life insurance. Additional voluntary life insurance is available for employee purchase. Benefits are effective the first of the month following hire date.

Holidays and Paid Time Off: The successful candidate will earn twenty-one (21) days of vacation and twelve (12) days of sick leave per year. Vacation leave increases with the length of service. There are twenty one (21) paid holidays annually.

Retirement: This position is eligible for CalPERS OR CalSTRS Retirement.

REPRESENTATIVE DUTIES

The successful candidate will support institutional and student success with the completion of the following duties:

Facility Safety & Risk Mitigation:
  • Inspections & Reporting: Coordinates routine external safety inspections and reporting processes, including property and liability and ergonomic evaluations.
  • Incidents: Conducts safety investigations as incidents occur; analyzes and proposes solutions that mitigate risk; coordinates with applicable teams to implement facilities or operational improvements.
  • CalOsha: Conducts regular facilities inspections at all locations to ensure safety compliance with CalOsha regulations.
  • Provides training on Active Shooter, Earthquake, Fire, Emergency Response and other matters to all constituent groups and locations within the district.
  • Manages all requests and ongoing operations of any emergency shelter use on District property.
  • Oversees, designs, configures, and manages the successful configuration, implementation, and ongoing utilization of any technology implemented by the District for purposes of surveillance; coordinates with the IT Department on technology projects.
Security Management:
  • Supervises, leads and trains Campus Security.
  • Work with District Centers to improve and implement security and safety measures at each facility.
Compliance & Operations Management:
  • Reviews, updates and executes the District's Emergency Operations Plan.
  • Reviews, updates and executes the District's Injury Illness Prevention Program (IIPP).
  • Reviews, updates and executes the District's Workplace Violence Prevention Plan (WVPP)
  • Ensures local, state and federal health, safety and environmental reporting and training compliance.
  • Serves as a Deputy Title IX Officer; supporting Title IX Coordinator with intake, compliance, notices, and other administrative matters.
  • Serves as the District's Chemical Hygiene Officer (CHO), including management of the responsibilities and compliance tasks as outlined in the Chemical Hygiene Plan.
  • Serves as the Co-Chair for the District's Facility and Safety Committee and serves as District Safety Officer.
  • Interacts and ensures compliance with regulatory agencies on various matters in relation to Health and Safety, including, but not limited to: Fire Alarm monitoring & testing, California Department of Environmental Health, Clery Act reporting and others.
Administrative & Leadership Duties:
  • Develops relationships, coordinates, and communicates with internal and external stakeholders and departments, such as Counseling, Science, Human Resources, Instruction Office, Student Services (internal), and County Public Health, Mendocino County Office of Emergency Services, Mendocino County Sherriff's Office, Cal Fire, Red Cross (external) and others as needed or required.
  • Communicates clearly both verbally and in writing; presents to various district constituency groups; coordinates communications with Executive Team, Director of Human Resources, Maintenance and Operations Supervisor, Director of Marketing and Communications, Director of Athletics, and various other individuals and entities.
  • Oversees allocated budget; makes recommendations on, and coordinates services with vendors; provides updates on budget status; makes requests for supplementary allocations, cost saving measures, and other efficiencies; prepares contracts for approval per district processing guidelines.
  • Works with Director of Marketing and Communications and IT Director to ensure proper training, functionality and issuance of the District's emergency communication system.
  • Collects and maintains data; ensures the accuracy and integrity of data; creates, maintains, and communicates statistical data and reports.
  • Performs other duties as assigned that support the overall objective of the position.
WORKING CONDITIONS:
Indoor and outdoor environment; subject to adverse weather conditions and changing conditions and temperature; may work evenings and weekends; may drive college vehicles; exposure to dust and chemicals. Work with distractions, displaying the ability to maintain focus and productivity in a dynamic environment. Exposure to equipment and ambient noises.

PHYSICAL & MENTAL ABILITIES:

  • Requires ordinary ambulatory skills to travel to outside offices and locations.
  • Requires sufficient auditory skills to carry on conversations in person and over the phone and project voice to a large audience.
QUALIFICATIONS

Must meet Human Resources guidelines for qualified hiring; including by not limited to a Live Scan background check and completion of TB test.

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

EDUCATION: Associate's degree required;

PREFERRED: Bachelor's degree; Spanish/English Bilingual

EXPERIENCE: Two years of supervisory experience, preferably in an educational institution, public safety agency, public health agency, or similar.

TRANSPORTATION: This position requires the use of a District vehicle while conducting District business. Must possess a valid (Class C) California Driver's license, automobile insurance, and an acceptable driving record.

CERTIFICATIONS: Successful completion of Chemical Hygiene Officer training within the first six months of employment.
