The Department of Revenue is seeking an energetic, self-motivated, innovative, detail-oriented and customer focused manager to provide leadership and direction within the Office of Criminal Investigation as a Revenue Administrative Manager (Director). This position is headquartered in Madison at the State Revenue Building on Rimrock Road.

Position Summary

This position plans, directs and evaluates programs, policies and procedures for the Office of Criminal Investigation including:

  • Formulating policy and procedure with an eye toward continuous improvement
  • Performing administrative activities – including strategic planning, personnel management, and budget analysis
  • Reviewing, analyzing, and recommending legislation
  • Collaborating and coordinating with internal and external stakeholders

This position supervises criminal investigation operations including four sworn law enforcement officers, fraud investigators, and Revenue Auditors responsible for detecting and preventing fraudulent activity.

Salary Information

Starting salary will be between $56.63 – 59.88 per hour, depending on experience and qualifications, plus benefits.

Employees who have an active license as a certified public accountant in Wisconsin, or another state may be eligible for an additional add-on of $1 per hour.

The classification of this position is Revenue Administrative Manager, which is in Pay Schedule 81, Pay Range 01. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

Job Details

Background Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.

I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Probationary Period: A 2-year Career Executive trial period will be required.

Remote Work/Telework: This position is eligible for remote work/telework up to 60%. After onboarding and initial learning (approximately one year), telework may gradually increase up to 60% based on employee performance and work unit needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.

Qualifications

Minimally Qualified Applicants Will Have All The Following

  • Experience reviewing and interpreting statutes, administrative rules, court cases, and policies
  • Management/Supervisory experience (e.g., leading teams, resolving conflict, evaluating employee performance, hiring, discipline, assigning work, coaching and mentoring staff etc.)
  • Experience presenting internally or externally to audiences at various levels ranging from senior executives to front-line staff.

In addition to the minimum qualifications, well qualified applicants will have the following experience:

  • Experience with program management (e.g., strategic planning including establishing short and long-term goals, developing procedures and policies, monitoring key completion dates, reporting on workload and backlogs, and administration of the budget; etc.)
  • Experience coordinating work activities across multiple different functional work areas, (e.g., bureaus, divisions, departments or agencies, etc.)
  • Experience directing law enforcement or investigations related to financial crimes or fraud
