Position Summary:
The Executive Director of Business Office is responsible for oversight and management of all accounts payable, accounting, grant accounting, payroll and treasury functions for the District. The Executive Director will oversee the annual financial audit, monthly internal and Board financial reports, coordination of ad-hoc external audit requests, completion of state and federal grant drawdown requests, manage debt (capital and operating) reporting and borrowing with the State (DPSCD and DPS) as well as compliance with all accounting functions and reporting requirements. They will participate in the Finance Management Team and ensure team coordination between Finance divisions and alignment with overall District strategy.
Minimum Qualifications:
Bachelor s degree from an accredited college or university, preference for Master's Degree in a related field.
At least five (5) years of experience leading and managing the financial operations of a complex organization, preferred experience in a K-12 school district.
Experience with implementing systems and processes to support successful operations in a public school district.
At least three (3) years of experience working with complex ERP systems (PeopleSoft, WorkDay, SAS, or other comparable system).
Strong financial acumen: demonstrated ability in using financial analysis, budgeting and modeling to support strategic decision-making and long-range planning.
Essential Functions:
Set goals, vision and strategy for Business Office (Accounts Payable, Accounting, Grant Accounting, Payroll and Treasury) and work closely with Finance Management Team to ensure team priorities are well-aligned with District's strategic plan.
Manage accounting, financial reporting for all funds, including grants, special programs, trust and agency funds, food services, debt service and capital projects.
Provide accurate and timely monthly and interim financial reports and analysis.
Supervise and lead Accounting department to ensure compliance with state and federal accounting principles.
Supervise and lead Grant Accounting team to ensure regular drawdowns of State and Federal funds.
Supervise and provide management for Treasury Department activities including collection and cash receipt functions, student activity accounts and restricted department checkbooks, fundraising, insuring internal controls, timeliness of reporting and accuracy of transactions.
Coordinate with Treasury, Payroll, Accounts Payable departments to ensure all expenses are funded at time of payment, and coordinate cash investments to ensure alignment with Board of Education adopted investment policies.
Coordinate with Budget Team on development of annual budget spread, including modifications for budget amendments.
Lead annual financial audit including coordination of process improvements.
Lead biennial fixed asset audit including coordination with IT and Operations teams on location and access to assets.
Oversee the management of the District's fixed assets inventory control and reporting system, insuring proper safeguards, compliance the State mandates, and accuracy of District financial reports.
Manage the District's Medicaid reimbursement program.
Develop and implement training procedures to ensure staff are trained on financial procedures and activities.
Make recommendations regarding the design, implementation and enhancement of financial system software to ensure financial data systems are well-aligned with District needs.
Assist in developing policy recommendations regarding all financial matters.
Provide hands-on management for Office of Finance team members, including providing regular feedback, coaching and direct support to ensure all team members are operating at a high level and coordinating effectively and cross-functionally.
Coordinate with IT to manage regular updates and system configurations for District ERP system.
Coordinate with the team to produce ad-hoc financial reports as requested.
Manage all financial activity, audit activity including Bond Repayment for DPS.
Fulfill other duties and responsibilities as assigned by the Chief Financial Officer.
