Duties Summary
The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branches Information Technology (IT) administration, services and operations into a single, cohesive strategy to reduce costs, deliver more effective government services, increase business process efficiencies, improve the overall cyber security posture and to provide greater accountability and transparency to all constituents the State of Hawaii serves.
The Enterprise Systems Branch (ESB) operates and maintains the State’s Enterprise Resource Planning (ERP) systems. This office is responsible for directing business analysis tasks for ERP system implementation, upgrades, and enhancements and provides technical services to State agencies in the review, evaluation, and recommendations on proposals, bids, and contracts.
The Enterprise Applications Security Administrator (EASA) will serve as the security administrator over enterprise resource planning (ERP). The position is responsible for ERP system application security across the enterprise. The EASA will closely evaluate opportunities and monitor the operational environment to ensure compliance with security standards and procedures. The EESA assists in the creation, documentation, implementation, and maintenance of computing standards and procedures to secure state information. This position is critical in the building, configuration and establishment of new application security solutions.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Knowledge:
Demonstrated experience in creating and troubleshooting enterprise services that necessitated the understanding of the complex interactions among applications is essential. A keen understanding of application and data security issues surrounding such an environment is preferred. Must have ability to deal with complex concepts and details. Must be a fast, self starter with strong quantitative skills.
Skills/Abilities:
Ability to analyze, classify and document business requirements and functional design specifications; and work effectively with a variety of State stakeholders to ensure that system updates, changes and modifications are clearly communicated to users. Ability to manage competing priorities and to drive results through a multi-disciplinary team with matrixed reporting relationships (i.e., departments/ agencies/jurisdictions and their specific functional subject matter experts). Strong professional presence with the ability to communicate effectively with diverse audiences. Good people management and project management skills. Ability to work well with peers and build productive working relationships and present project status, outcomes and benefits to all levels of the enterprise.
Education:
Graduation from an accredited four (4) year college or university with a bachelor’s degree in management information systems, finance, accounting, business and data analytics, human resources/workforce management, public administration or related field.
Experience:
Three (3) years’ experience as a security administrator of ERP applications which includes implementing and/or maintenance and support of FSCM, HRMS, or Campus Solutions application.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
